United Nations Security Council Endorses Donald Trump's Gaza Strip Proposal

The global body has approved proposals advanced by Donald Trump for achieving a lasting peace in Gaza, encompassing the deployment of an global peacekeeping force and a possible avenue to a sovereign Palestinian state.

Broad Support with Notable Abstentions

The resolution was passed by a tally of thirteen supporting, with both China and Russia declining to cast votes. The US envoy the US ambassador informed the council chamber that it mapped “a different path in the area for both sides and all the residents of the region alike”.

Compromise Language on Palestinian Statehood

Incorporation of allusions to an independent Palestine was the trade-off the America agreed to for support from the Arab and Islamic world, who are likely to contribute stabilisation troops for the international stabilisation force (ISF).

“Interim measures that we embark on today must be carried out in accordance with global standards and respecting Palestinian rights,” James Kariuki affirmed.

Israeli Objection Continues

Nonetheless, on the brink of the UN vote, Israeli prime minister Benjamin Netanyahu reiterated his administration's adamant opposition to the establishment of a sovereign Palestine, creating uncertainty on whether Tel Aviv will accept the execution of the Council-backed plan.

Unclear Language and Stipulations

The inclusion to Palestinian statehood was a compromise addition to an original American proposal which excluded it. But the wording is ambiguous and dependent, declaring only that once the Palestinian Authority has reformed itself and the rebuilding of the strip is under way, “the situation may eventually be in position for a credible pathway to Palestinian self-determination and statehood.”

Global Feedback

The phrasing fell far short of the strong guarantee to the building of a sovereign Palestine beside Israel requested by Arab countries, as well as European delegates, but in speeches to the assembly after the decision, delegates from those states said they were prepared to accept the agreement in the benefit of prolonging the ongoing cessation of hostilities and immediate measures to assist and secure the millions of Palestinians in Gaza.

“Algeria has ultimately decided to endorse of this resolution, a measure that we back its main goal, namely the preservation of the truce and the establishment of situations enabling the Palestinians to claim their fundamental rights to independence and nationhood,” the Algerian envoy declared.

Implementation Challenges

The proposal grants overall oversight authority to a “peace board” chaired by the US president, but of unspecified participants. The group has to inform the UN but it is not obligated by the preferences of the global organization or by the Palestinian leadership.

Furthermore, it demands the formation of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza and the provision of utilities, but it is highly uncertain who would be involved.

Security Force Mission

The mandate of the ISF empowers it to neutralize and disband fighting factions in Gaza, but it is quite ambiguous that potential participating nations would be willing to face such factions. No country has so far committed itself to dispatching troops.

Moreover the standards for reform of the Palestinian Authority, the prerequisite towards steps to Palestinian statehood, have been hazy.

European officials said they considered it urgent that the identities of the expert panel to deliver services was settled as quickly as possible.
