Thomas Tuchel has declared that he has "no problem" with Jack Grealish after the trio were left out the Three Lions team for forthcoming fixtures against Wales and Latvia.
Bellingham did not earn a recall even after recovering from a shoulder injury, whereas the Manchester City and Everton players also miss out despite displaying improved form with their clubs.
Tuchel revealed that the 22-year-old wanted to be part of the selection, having spoken with him via telephone.
"He is a special player, and for special players there can always be exceptions," Tuchel said about Bellingham, who's only started once since coming back to full health.
"But we opted to maintain the simple decision of inviting the identical squad.
"Jude always deserves to be here. There is the factor that he has not quite regained his full rhythm again at his club - he has not finished a full match.
"He expressed a desire to be called up. We had a phone call."
The England boss made an effort to emphasize his good rapport with Bellingham after he apologized to him previously for describing his conduct during a match as "repulsive" in a live interview.
Tuchel stated that he used the words "unintentionally" and would be more careful going forward.
Inquired if he had a problem with the player, he responded: "No. There is also no problem with Foden or Grealish.
"Phil is returning to impacting and deciding games for Manchester City. Jack is almost to being back to the top form of himself.
"There exists no personal problem."
Saka replacing the injured Madueke is the sole alteration to the previous squad, with Loftus-Cheek and Jarell Quansah retaining their places after joining as last-minute call-ups last month due to injury.
The Three Lions play the Welsh team in a friendly at Wembley Stadium on Thursday before a qualifying match in the Latvian capital on October 14.
If the team triumph in the away fixture, they will require a up to two points from their final two matches - against Serbia and Albania in November - to secure a spot in the upcoming tournament in North America.
Strong Performance Under Tuchel
England delivered their finest performance by some distance under the manager's guidance when they beat Serbia 5-0 on the road in Belgrade last time out.
The coach says that showing made it an straightforward choice to stick with largely the same squad, though "there exist no certainties" for any player regarding being picked.
"Our previous gathering was only a few weeks ago and the teamwork and spirit was at its peak. That is the reason we decided to call up the identical players to this session," he commented.
"Foden is in a excellent run of form. Wharton deserves to be with us. Curtis Jones and Trevoh Chalobah are getting playing time with their teams.
"There are players who deserve to be here. Cole Palmer is injured and is a key talent. It will always be like this.
"Are we a stronger side with Bellingham? Absolutely. But I mentioned before, what do we do if he is injured before the World Cup? Do we simply give up?"
Tuchel's Media Briefing Gets Noticed
The England manager again gave a headline-grabbing press briefing.
He, a expert of handling his relationship with the press, began with an initial remarks to explain his thinking for his selections.
The midfielder is fit and available and expressed interest to join to camp, but the coach explained he preferred not to change the squad too much after a statement five-goal win over Serbia - where the boss said unity was extremely strong.
However with Tuchel not selecting the star, and his repeated comments about togetherness, it is hard not to link the aspects - even though he said repeatedly how he is "special" and that there is "no problem" between Tuchel and one of England's key talents.
The England manager has always made it clear that he wanted to make the England squad feel like a club side and, by keeping the same squad after a big victory, he has achieved that. But the questions will come again in the following session if England perform strongly in these upcoming fixtures.
